Yes, it was payback. He probably felt a connection with you the night you spent 3 hours talking to each other on the steps. The next thing he knows he sees you out at a bar, with a guy, whom you may or may not have gone to the bar with. Either way, he was hurt. So to get revenge he pulled a girl on his lap and gave you a little show. The flippant comment at the end was just the icing on the cake. I'm guessing that you're interested in him as well, otherwise you wouldn't have posted this question on yahoo answers... maybe you should just talk to the guy. Throw it out there, tell him how you feel about him -- and explain about the guy at the bar.
