Should government stop withholding taxes from your paychecks?

I'd like to make it a law that government cannot with hold money from your paycheck. Everyone should pay their taxes in 1 lump sum at the end of the year. When they have to write a check for that big lump sum they might be a little more concerned with what government is doing with their money and might be a little less flippant about suggesting higher taxes.
